In order to cut costs, The United States Post Office (USPS) has instituted rules where mailers can 'pre-sort' their mail according to their guidelines. In return for sharing the work, the USPS gives mailers a discount on their mail, depending on how many mailing pieces are actually sorted and how 'finely' sorted they are.
